Despite the reasonably clear allocation of constitutional powers, conflicts often arise when the political branches—legislative and executive—exercise their respective powers. This is particularly true when Congress undertakes investigations of the executive branch and the president asserts the claim of privilege to resist congressional queries and requests for information. This chain reaction has led to the exercise of the presidential power and, on occasion, the threat of impeachment. This talk probes the history of these conflicts, with an eye to potential future conflicts.
